Cart System

Tulsa’s Two Carts — Plus Greenwaste

Every Tulsa residential customer receives a gray refuse cart and a blue recycling cart, both collected on the same day each week. Garbage trash is sent to the Reworld Waste to Energy Facility where it is converted to steam and sold for energy. Recycling is processed at the Tulsa Recycling and Transfer (TRT) facility. The program operates on a pay-as-you-throw model.

⏰ Set-Out Rules

  • All carts out by 5:00 a.m. on your collection day. The hauler has until 8:00 p.m. to collect.
  • Place carts at the curb within 4 feet of the curb edge (curbside service). Lid opening must face the street.
  • Leave 3 feet of space between refuse and recycling carts and keep clear of all obstructions (landscaping, light poles, basketball goals, vehicles, mailboxes).
  • Remove carts from the curb within 12 hours after collection.
  • Garbage must be substantially bagged before placing in the gray cart.
  • Soiled diapers, cat litter, fish cleanings, wet garbage, and human or animal excreta must be in sealed bags.
  • Cart lids must close completely. Overflowing carts may not be collected.
💡 Recycling is weekly and free in Tulsa. Every residential customer receives a 96-gallon blue recycling cart included in their service rate. Recycling is not mandatory but is encouraged — the more you recycle, the less trash you generate, and the smaller (and cheaper) cart you may need. Contaminated blue carts are tagged with a yellow or white notice and not collected.

The City of Tulsa observes three holidays that affect trash collection: New Year’s Day, Thanksgiving, and Christmas Day. When one of these falls on a weekday, the collection schedule shifts one day later for the holiday and all routes following it that week. All other federal holidays are normal collection days in Tulsa.

Recycling — Blue Cart

Tulsa Recycling — What Goes in the Blue Blue Cart

Tulsa uses single-sort recycling: all recyclables go in one blue cart, no sorting needed. Items are processed at the Tulsa Recycling and Transfer (TRT) facility. All recyclables must be clean, empty, and loose — never placed in plastic bags. Contaminated carts are tagged and not collected. A good rule of thumb: only recycle items from your kitchen, laundry room, and bathroom. Anything from the shed or garage generally should not go in the recycling cart.

🚫 Contaminated carts are not collected. If your blue cart contains non-recyclable items, the hauler will tag it with a yellow or white notice and skip it. The contamination rate in Tulsa has been above 30% — common offenders are plastic bags, Styrofoam, and batteries. Batteries in recycling are a fire hazard and caused a major fire at the TRT facility. Never put batteries or electronics in either cart.

Tulsa Yard Waste & Greenwaste Collection

Yard waste collection in Tulsa is included with regular refuse service. Greenwaste is collected on the same day as your regular refuse and recycling. You may set out yard waste using the options below each week — up to 15 bags and/or bundles total per week (combining refuse overflow bags and yard waste bags).

🌿 How to Set Out Yard Waste

  • Grass clippings and leaves: Place in clear/transparent bags at the curb, leaving 3 feet between yard waste and other objects. Up to 15 clear bags per week.
  • Small branches that fit: If yard waste fits in your primary gray refuse cart with the lid completely closed, it can go inside (must be bagged). Yard waste placed in additional carts will not be collected.
  • Larger branches and brush: Tie into bundles no more than 4 feet long and 2 feet across, weighing less than 40 lbs. Place bundles at the curb separate from all carts.
  • The 15-bag/bundle limit counts both extra refuse sticker bags and yard waste bags together.
  • Yard waste outside your cart cannot exceed 40 lbs per bag or bundle.
⚠ Yard waste in clear bags only. Grass clippings and leaves must be in transparent/clear bags so haulers can see the contents. Do not use opaque bags for yard waste set out at the curb. Yard waste cannot go in the blue recycling cart.

🌳 Extra Greenwaste — Bulky Green Waste Pickup

Bulky Waste Pickup

Tulsa Bulky Waste Pickup — $10 Per 8 Cubic Yards

The City of Tulsa provides curbside bulky waste collection for large items that do not fit inside the refuse cart. There is a fee of $10 per 8 cubic yards (approximately the size of a Mini Cooper). Bulky waste is collected on your regular primary collection day. You must schedule at least 3 days in advance. Failure to cancel by noon the day before results in a charge.

📅 How to Schedule Bulky Waste Pickup

  1. Schedule at least 3 business days before your primary collection day by calling 311 during regular business hours, using the online portal at tulsa311.com, or emailing Tulsa311@cityoftulsa.org. You need your City utility Customer ID and Account number to schedule online.
  2. Place items at the curb by 5:00 a.m. on your primary collection day. Keep items separate from your refuse, recycling, and yard waste carts.
  3. Separate electronics, appliances, and tires from other bulky waste items before set-out.
  4. Small engines must have oil and gas removed before pickup.
  5. To cancel: call before noon the day before the scheduled pickup date. Failure to cancel on time results in a $10 charge to your account.

💡 Small items get a sticker, not a bulky pickup. If an item is 40 lbs or less and small enough for one person to handle, bag it, attach an orange refuse sticker ($0.50 each), and set it beside your gray cart. Refuse stickers are sold at QuikTrip locations throughout Tulsa and at City Hall, 175 E. 2nd Street.
HHW & Electronics

Household Pollutant Collection Facility — HHW & Electronics

Hazardous household products and electronics cannot go in your gray refuse or blue recycling cart. The City of Tulsa operates a permanent, year-round Household Pollutant Collection Facility (HPCF) in west Tulsa, free for Tulsa residents. An appointment is required. The facility is the first of its kind in northeast Oklahoma and is staffed by certified hazardous waste professionals.

💡 Free Swap Shop at the HPCF. The Household Pollutant Collection Facility includes a free Swap Shop where residents can pick up leftover usable household products (paints, cleaners, automotive fluids) that other residents have donated — free of charge, while supplies last.
⚠ Medications: Do not bring medications to the HPCF. Drop unused prescription and over-the-counter medicines at the locked drop boxes at any Tulsa Police Station or the Tulsa County Sheriff’s Office, free of charge.
