Seasonal Set-Out Times

Philadelphia’s Two Seasonal Set-Out Windows

Philadelphia is one of the few major US cities with two different set-out time windows depending on the time of year. The rules change on April 1 and October 1 each year. Setting trash out before the permitted time is a sanitation code violation subject to a fine.

📦 Container Rules

  • Trash containers: leak-proof, tied plastic bags (30–32 gal); or metal or hard plastic cans ≤32 gallons with a secure, tight-fitting lid. Bags must be tied closed — not just twisted.
  • Recycling containers: the City-provided blue recycling bin, or any bin clearly labeled “RECYCLING.” Request a free recycling bin at any Sanitation Convenience Center.
  • Place containers in front of your property on the sidewalk, close to the curb. Do not block fire hydrants, utility poles, or neighbor’s access.
  • Do not place containers in the street itself.
  • Containers with lids must have lids fully closed — overfilled containers may not be collected.

Twice-a-Week Trash Collection Pilot — Launched January 5, 2026

On January 5, 2026, the City of Philadelphia launched a twice-a-week trash collection pilot program targeting areas with high rates of illegal dumping. The pilot is part of Mayor Cherelle Parker’s initiative to reduce litter and improve sanitation in high-density neighborhoods.

📍 2026 Pilot Zone Boundaries

The twice-a-week collection pilot covers two geographic areas:

  • Zone 1: From Vine Street to Hunting Park Avenue, between Broad Street and the Schuylkill River (parts of North and West Philadelphia)
  • Zone 2: From Vine Street to Glenwood Avenue, between Broad Street and the Delaware River (Center City and parts of North Philadelphia)

Use the official schedule lookup at phila.gov to confirm whether your address is in the pilot zone and to see your two specific collection days.

📌 Twice-a-Week Pilot Rules

  • Residents in the pilot zone receive two trash collections per week — typically two days apart (e.g., Monday and Thursday).
  • Recycling stays once per week and is collected on the first trash day of the week only. Place recycling out only on that first day.
  • Each collection allows up to 2 household compactable items (sofas, furniture, wrapped mattresses, box springs) per household per collection.
  • No second trash collection during holiday weeks. During any week with a City-observed holiday, only one collection occurs that week regardless of your normal twice-weekly schedule.
  • Do not mix recycling with trash on the second collection day — fines will be issued if recycling materials are found in trash set-outs on the second collection day.
  • Set-out times are the same as regular collection: 7 p.m. (Apr–Sep) or 5 p.m. (Oct–Mar) the evening before each collection day.
⚠ Recycling fine in pilot zones. In twice-a-week pilot zones, recycling is collected only on the first trash day of the week. If recyclables are found in trash set-outs on the second collection day, fines will be issued. Keep recycling separate at all times and only set it out on your designated first trash day.

Philadelphia Holiday Collection Schedule 2026

The City of Philadelphia Department of Sanitation observes all City-designated holidays with no collection. On each holiday, collection for that day and all subsequent days of that week shifts one day later. There is no collection on the holiday itself, and the rest of the week runs one day behind through the end of the week.

Philadelphia has a unique Thanksgiving policy: both Thanksgiving Day (Thursday) and the Day after Thanksgiving (Friday) are City holidays. This means Thursday and Friday customers are both affected, and Thursday customers may be pushed to Saturday while Friday customers may be pushed to Sunday.

⚠ Thanksgiving = TWO consecutive days of no collection. Philadelphia observes both Thanksgiving Day (Thursday, November 26) AND the Day After Thanksgiving (Friday, November 27) as City holidays. This is unique in the series. Thursday customers are collected Saturday, November 28; Friday customers are collected Sunday, November 29. This is the only week in the year when Philadelphia collection extends to Sunday. In twice-a-week pilot zones, there is only one collection during Thanksgiving week.
💡 February 2026 snow storm — 2-day delay precedent. On February 23–24, 2026, a major snowstorm (14 inches) caused Philadelphia to suspend all collection for two days with a two-day delay for the entire week. Monday collections moved to Wednesday, Tuesday to Thursday, through Friday to Sunday, with no rear driveway collections for the week. Residents were directed to Sanitation Convenience Centers. During future major weather events, monitor phila.gov/sanitation and follow @PhilaStreets on social media for real-time alerts.

Philadelphia Recycling — What Goes in the Blue Bin

Philadelphia uses single-stream recycling collected weekly on your first trash collection day. Items must be empty, clean, dry, and placed loose in the blue bin — never in plastic bags. A free blue recycling bin can be obtained at any of the six Sanitation Convenience Centers.

Philadelphia Bulk Item Pickup — Appointment via Philly311

Philadelphia offers free scheduled bulk item pickup for eligible residential properties (typically 1–6 units). Philadelphia operates six Sanitation Convenience Centers citywide, open Monday through Saturday, 8:00 a.m. to 6:00 p.m. (closed Sundays and City holidays). All centers are free for Philadelphia residents with proof of residency required. They accept household trash, recycling, bulk items, electronics, and yard waste — making them a comprehensive self-haul option.

Eligibility: Philadelphia residents only. Bring proof of residency (utility bill, lease, or ID with Philadelphia address). Personal passenger vehicles and rental trucks/U-Haul with GVW under 6,000 lbs permitted. No commercial contractors or commercial-load vehicles.

⚠ Yard waste at Convenience Centers: Saturdays only, paper bags only. Yard waste is accepted at all six Sanitation Convenience Centers on Saturdays only. It must be in paper yard waste bags (not plastic bags) and must be free of contamination. This is the primary option for yard waste disposal in Philadelphia outside of seasonal leaf collection.
HHW & Hazardous Waste

Philadelphia HHW — Annual Collection Events

Philadelphia does not operate a permanent HHW drop-off facility. Instead, the Department of Sanitation hosts several free HHW collection events per year (7 events were held in 2025) at various locations across the city. Events typically run from 9:00 a.m. to 3:00 p.m. and are free for Philadelphia residents.

What to Do If Your Trash Wasn’t Collected in Philadelphia

  2. Check seasonal set-out time. Was your trash out by 7:00 a.m. on the collection day? Was it set out after the permitted evening start time (7 p.m. Apr–Sep; 5 p.m. Oct–Mar)? Did containers have secure, closed lids?
  3. Check for a holiday or weather delay. Philadelphia delays by one day for all City holidays. Thanksgiving = two-day delay (Thu and Fri both affected). February 2026 saw a two-day weather delay. Monitor phila.gov/sanitation and @PhilaStreets.
